Procedures for appraising and approving fire prevention and fighting designs for construction planning projects
1. Legal grounds
– The Law on Fire Prevention and Fighting 2001 was amended and supplemented in 2013;
– Decree 136/2020/ND-CP detailing a number of articles and measures to implement the Law on Fire Prevention and Fighting and the Law amending and supplementing a number of articles of the Law on Fire Prevention and Fighting.
2. Profile
2.1. A written request for consideration and comment on fire prevention and fighting solutions of the planning agency or organization;
2.2. The detailed planning documents and drawings of 1/2000 scale for industrial parks with a scale of over 20ha, scale 1/500 for the remaining cases show the required contents of fire prevention and control solutions and fire fighting as follows:
– Sites for construction of works, clusters of works, layout of land plots and house lots must ensure against fire spread, minimize the harmful effects of heat, smoke, dust and toxic gases generated by fires to buildings. residential areas and surrounding works;
– The traffic and clearance systems must be of sufficient size and load to ensure that motorized fire fighting vehicles carry out fire fighting activities;
– There must be another source of fire fighting; communication system, ensure power supply for fire fighting activities, fire alarm information;
– Arrangement of locations for construction of barracks for fire prevention and fighting police units must comply with regulations and standards on construction planning.
3. Approval agency
– Police Department for fire prevention and fighting and rescue and rescue of the provincial police.
– The time for appraisal and approval of fire prevention and fighting designs for construction planning projects is no more than 05 working days from the date of submission of complete and valid dossiers.
